CITY OF SEVEN HILLS

 

LEGAL NOTICE

 

 

Pursuant to Article X, Amendments to Charter, Section 2, Amendments of the Charter of the City of Seven Hills, Ohio, and Article XVIII, Sections 8 and 9, of the Ohio Constitution, public notice is hereby given that the proposed Charter Amendments will be submitted to the electors at the General Election being held Tuesday, November 7th, 2023.

 

Issue 67 (Ord. No. 50-2023)

Shall Article II, Section 2 of the Charter of the City of Seven Hills be amended to provide that the powers of the City of Seven Hills under this charter shall be construed liberally in favor of the City, and the specific mention or particular powers in the charter shall not be construed as limiting in any way the general power granted in the article?

 

Issue 68 (Ord. No. 51-2023)

Shall Article III, Sections 1, 4, 8, and 9 of the Charter of the City of Seven Hills be amended to create staggered terms and to increase the length of the terms for members of Council elected at large from two(2) to four (4) years commencing with the regular Municipal election in 2025, and increase the term length for the four (4) Councilpersons elected from each ward from two (2) to four (4) years commencing with the regular Municipal election in 2027, to eliminate the limits on the number of consecutive terms a Councilperson may serve; to provide that the Mayor and Law Director’s compensation may not be increased or decreased in term, and if changed shall not be less than a minimum of $40,000 per annum; to eliminate the requirement that an increase or decrease for the compensation of the Mayor, Director of Law, and each member of the Council shall be submitted to the electors for approval at the next municipal election or general election,; to provide that the Council may increase or decrease the compensation of its members, providing that the effective date for the receipt of such compensation will not occur in-term; to eliminate the requirement that the Council or Mayor shall consider the list of defeated candidates in the wards or at large when filling a vacancy on Council; and to provide that the p0ower to authorize contracts and make the necessary appropriations therefor, pursuant to the authority provided in the Ohio Revised Code § 735.05 as amended from time to time?

 

Issue 69 (Ord. 53-2023)

Shall Article III, Section 5 and Article VIII, Section 1 of the Charter of the City of Seven Hills be amended to permit the use of electronic communications by the Council; to require all notices, requests for special Council meetings, ordinances, resolutions, statements, orders, proclamations and reports required by law or by the Charter or by ordinance to be published or posted for a period of fifteen (15) days after passage on the City of Seven Hills website and to eliminate the requirement that it be physically posted in the Municipal building (City Hall)?

 

Issue 70 (Ord. 52-2023)

Shall Article IV, Sections 1 and 6 (a) of the Charter of the City of Seven Hills be amended to eliminate the limits on the number of terms the Mayor may serve; and to clarify that when the Mayor is unable for any cause to perform their duties, the President of Council shall act as the Mayor?

 

 

 

Issue 71 (Ord. 54-2023)

Shall Article XI of the Charter of the City of Seven Hills be amended to decrease the number of registered electors appointed to the Charter Review Committee by the Mayor, with the approval of a majority of the members of Council, from nine(9) to seven (8) members; and change the timing of the Committee is to be appointed from every four (4) years, to every five (5) years commencing in the month of January 2027?
